US senators are meeting during the weekend for the initial time since the government shutdown began more than a month ago, but hopes for a cross-party deal on how to end the impasse appeared to recede as GOP senators proposed a plan unacceptable to Democrats: scrapping the Affordable Care Act, called Obamacare.
Growing Impact of Government Shutdown
The effect on Americans from the lengthiest shutdown of the federal government in history worsened on Saturday, as government employees went unpaid, carriers were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.
President's Plan from Golf Course
As Saturday's meeting got under way, Republican senators embraced a suggestion made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by HSA-style accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Republican Endorsement
Multiple Republican senators praised the plan, which is similar to a replacement for Obamacare proposed in 2017.
"We will replace this failing program with something that is actually better for the patient," one senator stated.
Another senator commended Trump's suggestion on online platforms, and displayed a large print of Trump's post as he addressed on the Senate floor.
"I'm writing the bill right now," a third senator wrote in response to Trump's suggestion. "We need to stop taxpayer money from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."
Democratic Response
Opposition senators expressed alarmed responses to Trump's proposal.
"In other words, Donald Trump's 'proposal' for health care is yet another cynical attempt to repeal Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been defeated by voters and Congress."
Another senator responded to the criticism of carriers by posting: "Well, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Really? Then I welcome your support for universal healthcare."
Ongoing Negotiations
The Senate adjourned without finding a resolution, but Senate Republican leaders have indicated an willingness to an emerging plan from a small group of centrist lawmakers to end the shutdown in exchange for a future vote on the Obamacare subsidies.
One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "need another way ahead" after Republicans rejected an offer to restart the government and continue the subsidies for a year.
Another leading Democratic senator persisted in maintaining that Republicans should accept a 12-month continuation of the payments before discussing the long-term of the tax credits.
"Inaction is derelict because citizens will go into debt, people will become uninsured, people will get sicker," the senator said in a floor speech. "That is what will happen if this Congress does nothing."
Partisan Situation
None of the Republican senators seemed to address the fact that consumers would still need to buy plans from the same carriers, or that Republican lawmakers need the backing of eight Democrats to reopen the government, and the concept of repealing and substituting Obamacare with HSAs is unlikely to earn a solitary Democratic vote.
Several observers suggested that the core of such a proposal would remove the ACA's requirement that insurance companies cover individuals with pre-existing conditions.
After his resort visit, Trump returned to his private club and reiterated on his demand that Republicans stop seeking compromise and try instead to repeal and replace Obamacare with a version of the plan that was unsuccessful to garner enough support in 2017.
